[numerics] fix modal scattering and Yee-grid updates
...
Integrate targeted complex mode bases, solve both interface incidences together, and cascade sampled taper S matrices. Add frozen-basis evaluation, explicit overlap measures, reproducible starts, shared 2D-to-3D conversion, PML controls, and lower-allocation derivatives.
Validation: 1629 tests passed, 584 skipped.

...
numpy.any(numpy.equal(x, None)) is more general, because
`numpy.array(None) is not None`, but checking for that doesn't make much
sense if you're already type-checking
