[numerics] fix modal scattering and Yee-grid updates

Integrate targeted complex mode bases, solve both interface incidences together, and cascade sampled taper S matrices. Add frozen-basis evaluation, explicit overlap measures, reproducible starts, shared 2D-to-3D conversion, PML controls, and lower-allocation derivatives.

Validation: 1629 tests passed, 584 skipped.
